MOS 2 in Poland Launched (April 27, 2026): First Impressions, Pros & Issues

On April 27, 2026, the Office for Foreigners (UDSC) officially launched the new MOS 2 portal — a system designed to fully digitize residence permit applications in Poland.
We tested the platform on day one. Here’s a practical breakdown of what works, what doesn’t, and what foreign nationals and employers should expect in the coming weeks.

What is MOS 2?

MOS 2 is the new online system for submitting applications for:
  • Temporary residence permits (karta pobytu)
  • Permanent residence
  • EU long-term resident status
From now on, applications must be submitted exclusively online, replacing the previous hybrid and paper-based processes.

First Impressions: What Works Well

Fast Registration and Access

The onboarding process is surprisingly smooth. Account creation takes just a few minutes, with no major friction points.

Multilingual Interface (Good Start)

MOS 2 already supports several languages beyond Polish, including:
  • English
  • French
  • Vietnamese
This is a strong step forward for accessibility. However, considering migration trends in Poland, we expect — and strongly recommend — adding:
  • Hindi
  • Georgian
  • Filipino (Tagalog)
These languages are widely used among expats currently applying for legalization in Poland.

Key Issues and Friction Points

1. Full Passport Scan Upload Requirement

Applicants must upload scans of all passport pages, not just the identification page.
This creates several problems:
  • Large file sizes
  • Time-consuming preparation
  • Higher risk of errors or rejection
For many users, this step alone may require additional tools or professional assistance.

2. Photo Format Limitations

The system requires very specific photo dimensions, but:
  • There is no built-in cropping tool
  • Users must edit images externally
This adds unnecessary complexity, especially for applicants unfamiliar with image editing.

3. No Immediate Payment After Employer Attachment

One unexpected observation:
After submitting Załącznik nr 1 (employer declaration), the system did not require immediate payment to proceed with the application.
This raises questions about:
  • Payment timing logic
  • Whether the process is fully finalized at submission
We expect clarifications from authorities in the coming days.

System Stability: Surprisingly Solid

Despite high traffic on launch day, MOS 2 appears technically stable:
  • No major crashes observed
  • Pages load consistently
  • Core functionality works as expected
Given the scale of the rollout, this is a positive signal.

The Real Bottleneck: Biometrics Collapse

While the online system works, the offline process is already under pressure.
There is currently a major backlog in fingerprint (biometric) appointments, with:
  • Appointments being postponed
  • Delays of approximately 2 weeks (and likely increasing)
This creates a disconnect:
👉 You can apply online quickly
👉 But completing the process still depends on physical availability

Is MOS 2 a Revolution?

Not really.
From a technical perspective, MOS 2 is more of an evolution than a breakthrough.
A simpler alternative could have been:
  • Expanding existing systems like INPOL
  • Adding login via ePUAP
Instead, we now have a completely new platform — while older systems still partially operate in parallel, creating confusion.

What to Expect Next

Based on current observations:
  • More language versions will likely be added
  • File upload and photo handling may be improved
  • Payment logic should be clarified
  • Biometric appointment delays may worsen before stabilizing

Final Thoughts

MOS 2 is a necessary step toward digital immigration in Poland, but it’s not a finished product.
For applicants and companies, this means:
  • Faster submissions
  • But still complex preparation
  • And continued dependence on offline procedures
In short:
👉 The system is digital
👉 The process is not fully digital yet
